Okay, so recently my laptop (running Windows 7) has had the worst upload speeds I've ever encountered.
I'm having a problem with how my internet is functioning correctly on my windows 10 desktop computer. Specifically the download speed is very slow while the upload speeds seems to be unaffected. This is only a problem with the physical Ethernet link, and wireless seems to be working just fine.

This all started when I moved houses about a week ago. In my new house there are two separate ISPs with two separate routers. One is a Comcast Xfinity service, and the other one is our city internet, NextLite, which uses optic fiber. Most of my tests have been conducted while connected to the NextLight fiber internet, however the problem is consistent while using either. On my laptop if I disable wireless and connect the same cable I was using with my desktop, the download speed is what it is supposed to be at about 400Mbps. So the Ethernet cable itself seems to work perfectly fine. There are also a number of other computers on the router connected both via Ethernet and wireless, so the router and ISP do not appear to be the problem. Yesterday I installed a clean updated version of windows 10 on a brand new hard drive, which has had no impact on the problem at all.
Given that the cable/router is fine, the hard drive is brand new, and the OS is a fresh install, I came to the conclusion that the only part it could be is my mother board. I was having a hard time believing it though, upload is just as fast as it should be, my computer worked fine at the old house, and every other aspect of my machine is working great. After googling it extensively I finally did find a temporary fix. I downloaded and ran a 'TCP Optomizer' from: https://www.speedguide.net/downloads.php. When I run the program, set it to use 'optimal' settings, and restart my computer my Ethernet connection starts working great again. The problem is that it usually only lasts a couple of hours and then I lose all of my speed. This leads me to believe that the problem lies in the default driver settings on my OS, and some how they are getting changed back every so often.
I did a little testing to try to figure out exactly what is going on. If I leave my computer alone for about half a day after performing the fix (computer may sleeps but does not turn off), things go back to how they were and the problem comes back. If I disconnect my Ethernet and plug it into my other router, the problem comes back immediately. If I then plug it back into the router that was working, it no longer works and I need to do the fix again. If I run the optimizer I must restart before I get my speeds back, just running it alone does not fix it (The optimizer does give a warning that some changes will only be active on a restart). Restarting my computer again after I have run the optimizer and restarted does not cause any problems and the fix is still working. During all of my tests I have run the optimizer with admin permissions.
When running the optimizer it gives a window telling you all of the settings it is changing. Looking through them, only three options are changed from what they are set at previously.

Changing these seems to solve my problem entirely, but it doesn't last. Is there some way I can change these permanently, or is there a different solution that wont stop working every few hours? Any help would be greatly appreciated, thanks!
